Australian Beef May Utilize Unused Uruguay Quota in China

Australia may be in a position to export beef into China tariff-free in the next three months. Australia has been thrown a lifeline, as it can utilize the unused quota allocated to Uruguay.

Australia and Brazil are eager to negotiate deals to reallocate or transfer unused Uruguay quota. Australia has exhausted its 2026 quota, triggering a steep 55% tariff on additional beef exports. China announced a new Safeguard Tariff on imported beef in January, allocating 205,000t to Australia.

The Australian beef industry explored measures such as exclusion of bones and chilled beef from the quota and filling unused quotas. China was happy to entertain the idea provided the quota-holding country cooperates.

Australia approached Uruguay early in the year, seeing that it was unlikely to fill the large quota of 324,000t allocated in 2026. Uruguay has indicated it was open to an arrangement and discussions are underway to reach an agreement quickly.

Quota redistribution will have an even greater significance in 2027 when Australia and Brazil exhaust their quotas even faster. Australian beef exporters may deplete the quota possibly by Easter.

Any agreement arrived at will be a country-to-country negotiation between Australia and Uruguay, without Chinese involvement. Australia is understood to be ahead of negotiations with Brazil, also keen on filling Uruguay’s quota. A successful transfer of the Uruguayan quota would ease pressure on next year’s quota, especially for product seated in bonded cold storage.

Australia is also pushing to have specific products such as lower-value bones and chilled beef excluded from next year’s quota. It’s a two-pronged approach!
