# End Of De Minimis in the EU May Affect Air Cargo Volumes

Air cargo volumes in the EU may be impacted by the end of the de minimis exemptions. Beginning July 1, 2026, the EU will impose a temporary €3 customs duty on low-value parcels imported from outside the EU.

Shippers will bear higher costs, especially for e-commerce goods valued below €150. The EU member states agreed to levy a per-item duty on small parcels. It will apply to a wide range of e-commerce products, such as electronics, toys, clothing, and other consumer goods.

The impact of the end of exemptions on ecommerce shipments will be evident in the coming weeks and months. The new customs duty will give EU manufacturers and sellers fairer competition against non-EU sellers. Many of the low-value parcels imported into the EU are undervalued, falsely declared, or fail to meet EU safety standards.

In addition, the new customs measures will protect consumers from unsafe products, stop customs fraud, ensure adherence to safety and compliance standards, and address environmental concerns.

Prediction from earlier in the year indicated slower ecommerce growth due to higher shipper costs, more tax-reporting requirements, and declining consumer purchasing power. The new measures will change the economics of selling goods into the EU, characterized by supply chain bottlenecks and the availability of critical goods such as medical supplies.
