# Government Announces Deferral of Export Cost Recovery Increases

The Australian government will defer the phased transition to full cost recovery for export regulatory services. Export services include inspections, audits, document issuance, incident management, and system assurance, among others.

In December 2025, the government announced new cost recovery plans for export regulatory functions. The plan was to have a phased transition begin on 1 July 2026. A change was necessary since the gap between the cost of delivering export services and the revenue raised from export cost recovery has existed for 16 of the last 20 years.

The gap has widened in recent years as trading partners increase complexity and requirements for goods entering their markets. Inflationary pressures have also widened the gap.

The phased transition has been paused for one year until 1 July 2027 in recognition of the disruptions being experienced by Australian producers. The plan envisioned exporters would cover the full cost of export services by 2029/30.

Fruit Growers Tasmania has welcomed the decision since the Middle East crisis is severely impacting the industry. Any additional costs would undermine competitiveness and confidence in the agricultural sector. Any support to farmers and exporters will keep exports flowing and build stronger food systems.
