The introduction of compulsory charges for transit through the Strait of Hormuz is facing opposition from shipowners and operators. Reports have pointed to Iran and Oman reaching a deal to manage the Strait of Hormuz.

The largest shipping associations have written to the UN and International Maritime Organization (IMO) saying that charging vessels to transit the strait will violate international norms and impact global trade.

Shipowners are concerned that tolls at the Strait of Hormuz would set a precedent that undermines international legal frameworks governing straits used for international navigation.

A Strait of Hormuz toll would impact the global economy through higher fuel prices, inflation and economic uncertainty. The impact would have a human cost impacting livelihoods across the world as prices of fuels, fertilizer and plastics rise. However, container shipping will not be seriously impacted by Hormuz tolls.

The IMO has reiterated that countries don’t have the right to introduce tolls or fees or payments on straits. Iran established a de facto toll for transit in the strait shortly after the war begun and established the Persian Gulf Strait Authority.

The UN, international organizations and shipowners lack the leverage needed to make Iran change its stance and abolish the transit tolls.
